Well, there is a third company out there who make some very fine budget price cymbals. The Alpha series from Paiste are a very fine cymbal and come in starter packs. These cymbals have a professional sound rather than a budget sound, and are extremely easy to keep clean. You won't have to step up to a more expensive cymbal as you progress for quite a few years.
