would being a percussionist be a setback in majoring in music or music education because you lack the experience on other instruments or some theory and composition skills?

Where I went to school for my undergraduate degree, roughly 1/3-1/2 of the percussion majors were education majors (same as in the other instrumental and voice departments, FWIW).
Often, drummers have the least amount of theory background of any entering freshmen at a school of music - but schools are ready to teach theory even to those who have minimal (if any) background in it. If you can get some theory instruction before entering college, all the better - but I doubt they'd deny you entry into a program just for that reason. Composition skills aren't really a requirement for getting to most schools, AFAIK.
Regarding the other instruments, that's part of your degree program: a semester on flute, a semester on clarinet, etc., covering all of these secondary instruments as you go through the degree program.
